1. Twilio WhatsApp Account Setup

This is a one-time setup for the organization administrator / IT contact. Individual end users do not create Twilio accounts.

2. Before You Start

3. Step-by-Step Setup

1

Create the Twilio account

Sign up for Twilio using the organization’s business email, verify the account, and upgrade/add billing for production use: auth.twilio.com/login.
2

Open WhatsApp Senders

In Twilio Console, go to Messaging → Senders → WhatsApp Senders and select Create new sender.
3

Choose the phone number

Select a Twilio number or use your own business number. For a non-Twilio number, it must be able to receive SMS or voice OTPs.
4

Continue with Meta / Facebook

Select Continue with Facebook and sign in with an administrator account for the organization’s Meta Business Portfolio.
5

Select or create the Meta Business Portfolio

Use the existing organization portfolio if available; otherwise create one during the flow.
6

Create / select the WhatsApp Business Account

For the first Twilio sender, create the WhatsApp Business Account (WABA) as directed by the Twilio self-sign-up flow.
7

Create the WhatsApp Business profile

Enter the customer-facing display name, business category, and optional description/website. The display name is reviewed by Meta.
8

Verify the phone number

Receive the OTP by SMS or voice call and enter it in the registration flow to prove ownership of the number.
9

Confirm Twilio access

Review the permissions requested by Twilio and confirm. Twilio then completes the sender registration.
10

Complete Meta business verification

If the Meta Business Portfolio is not already verified, complete business verification. Start early because review time can vary by region.
11

Create WhatsApp message templates

In Twilio Console, go to Products & Services → Templates (or Messaging → Content Template Builder in the legacy console), create the required notification templates, add sample values for variables, and submit them for WhatsApp approval.
12

Wait for template approval

Only approved templates can be used for business-initiated WhatsApp notifications. Reviews are often quick but can take up to 48 hours.
13

Connect Twilio to SethuOS

Use the secure integration/onboarding method provided by the SethuOS implementation team to connect the approved WhatsApp sender. Do not share account passwords over email or chat.
14

Test before go-live

Send test notifications to approved test users, verify sender name and message formatting, then enable the required notification types for production users.

4. If the Phone Number Is Already on WhatsApp

A phone number already registered in the WhatsApp or WhatsApp Business mobile app cannot simply be registered as a new Twilio WhatsApp sender. The organization must follow the appropriate migration/de-registration process. If the number is already on another WhatsApp Business Platform provider, migration steps also apply.
